TORY CBC COUNCILLOR PAID £2663 FOR ATTENDING ONE MEETING

Once again Independent CBC Councillor John Baker, brings the scandalous elements of the ruling Tories in Central Beds Council to our attention. While some residents love the Tories, do you realise how much your Tory CBC Councillors are pocketing? It all comes out of your Council tax.

This table shows the Special Responsibility Allowances paid to the Administration and their friends. Just look at how much the Audit Chair post paid for just four meetings!

CENTRAL BEDS COUNCILLORS TOLD TO CUT THEIR TAXPAYER FUNDED ALLOWANCES!

Executive summary:

  • Central Bedfordshire Councillors told by Independent Remuneration Panel to cut allowances.
  • Executive Councillors told to take £5,001 pay cut.
  • Audit Committee Chair should not receive £2,663 per meeting, and other Chairs should take large cuts.
  • Panel recommends that the Council scrap the annual £1,049 “IT allowance” (iPads and broadband for Councillors).

Many of you will know that I’ve campaigned for a reduction in the allowances paid to Councillors at Central Bedfordshire Council (CBC). I’ve always believed a reasonable basic allowance should be paid, because the role of Councillor should be available to those on all incomes – and unpaid leave from a day job is inevitable. But, I’ve felt that Special Responsibility Allowances (SRAs) for some (mainly members of the Administration, and their friends) are simply too high, given they are paid on top of the basic allowance.

Independent Councillors pushed for a review of allowances in 2019, and a report has now been produced for the Council’s General Purposes Committee to approve. The key proposals are as follows:

  • Executive Councillors told to take £5,001 pay cut.

The “Executive” is also known as the Cabinet in other Authorities (ie MK Council). It’s the committee that take serious policy decisions. CBC Executive members are paid an SRA of £18,802 compared to £11,444 for members of MKC’s Cabinet.

CBC’s Executive consists of more Councillors than MKC’s Cabinet, hence the total cost of CBC’s Executive dwarfs the cost of MKC’s Cabinet. It really is the height of profligacy.

The panel recommends that CBC’s Executive Councillors take a £5,001 annual pay cut.

Sadly, the panel stops short of a total cap on the size of the Executive, which in my view is a missed opportunity to really tackle “jobs for the boys”. I would also have liked to see the “Deputy Executive” role removed, because if most Councils (including MKC) do not need them, why does CBC?

Members of the Executive, a committee that runs the Council, has been told to take a £5,001 pay cut.
  • Vice Chair of Development Management (Planning) Committee to be stripped of allowance.

The Vice Chair of this committee receives £2,507/year for essentially watching the Chairman run the meeting. The report recommends that this SRA should be scrapped.

  • Scrutiny and Audit Chairs allowances cut.

The Audit Committee Chair was a perfect example of taxpayer funded generousity: a payment of £10,654 annually for Chairing just four meetings. That’s right, £2,663/meeting! The panel recommends that this allowance, and a number of other payments to committee Chairs, are significantly reduced.

  • IT allowance should be scrapped!

Councillors voted to pay themselves £4,200 over four years to cover their “IT costs”. This included costs for mobile phones, broadband and telephone lines, a claim that I believe taxpayers would find outrageous.

The panel’s conclusion is damning:

“In light of the discussion the Panel felt it was appropriate to comment to the Council that they could see no justification for paying a substantial tax-free allowance to Members for equipment and services which they already have, particularly as there is an option to use Council provided equipment. The Panel therefore suggested that ICT allowances be discontinued. “

The question of course will be: will the Conservative Councillors on the General Purposes Committee back the proposals, which will mean some take a “pay cut”, or will they find excuses to find a way of ignoring it? We’ll find out on 17th February!
